Moldova puts logistics at the heart of its European ambitions

Moldova Business Week held its first dedicated Logistics Forum at the beginning of OCT26, putting logistics higher on the country’s agenda. During the week, Vasile Tofan, Prime Minister of the Republic of Moldova, attended several sessions, underscoring its importance on the government’s economic agenda. The opening of the Logistics Forum was conducted by Vladimir Bolea, Deputy Prime Minister and Minister of Infrastructure and Regional Development, reflecting once again how closely politics, logistics, and business are interconnected in Moldova. EU accession and Ukraine reconstruction were the underlying topics during these days, with most of the events held in Chișinău.

Mona Lisa’s European smile

Moldova is trying to transform its geographic vulnerability into a logistics opportunity by connecting its road, rail, and Danube infrastructure directly into EU transport corridors. If these projects materialize, Moldova could move from being a market that international freight can economically bypass, to an increasingly viable gateway between the EU, Ukraine, and the Black Sea region.
A new motorway connecting Ungheni in Moldova with Romania, planned multimodal logistics hubs, and prioritized railway electrification show how EU integration is already reshaping Moldova’s transport market even before formal accession.
Looking at Europe’s current integration agenda, Veronica Sireteanu, Deputy Director at AmCham Moldova, described Moldova’s perception of Europe through the Mona Lisa’s smile, questioning whether it “was genuinely warm or merely polite”.

EU-Moldova partnership

The answer seemed to come right after the Forum. On 05OCT26, at the 10th EU-Moldova Association Council in Brussels, the EU announced EUR 157 million in new Growth Plan funding. For the logistics sector, Moldova’s participation in the Common Transit Convention is particularly significant, as it simplifies cross-border trade and supports the country’s gradual integration into the EU market.

The mille-feuille effect

The Moldovan government expects the emphasis to move from transposing EU legislation toward implementing it, and 2027-2028 could be a critical period. Domestic rules. EU harmonization. International standards. Reporting requirements. Special regimes. Each layer may have a perfectly legitimate purpose. Sireteanu again questioned this accumulation through what she called the “mille-feuille effect”, comparing the different systems and requirements with the famous French pastry. How many layers can be added before the cake simply becomes too heavy?

Moldova aviation growth heavily influenced by Ukraine

Chișinău Airport is a primarily passenger-oriented airport, and the proximity to Bucharest reduces the immediate need for a major Moldova air cargo operation. Dumitru Albulesa, Administrator at AEM-TRANS, believes the war and eventual reconstruction of Ukraine could create demand for new transport corridors through Moldova, particularly for containers, construction materials, and other reconstruction-related goods.
During the ‘The Future of Logistics in South-East Europe’ panel, AmCham President Alexandru Gozun described air cargo as a standalone investment opportunity, identifying Taraclia as one potential location for a future cargo hub. Mărculești International Airport was also raised as an alternative by other participants during Moldova Business Week.

Ukraine sees logistics as a major reconstruction opportunity

The country is presenting reconstruction not only as a rebuilding of destroyed infrastructure, but as a transformation of freight corridors, rail, ports, roads, warehousing, and cross-border infrastructure.
Maryna Khlystum, Executive Director at UkraineInvest – Ukraine Investment Promotion traveled from Kyiv to Chișinău for the event. She emphasized the immediate opportunities, arguing that companies should not wait for a future postwar reconstruction phase. Ukraine is already building a project pipeline, financing structures, and insurance and de-risking mechanisms. The immediate needs include warehouses near Ukraine’s borders with neighboring countries, smoother customs processes, including digitalization, and more functional cross-border logistics.
She described Ukraine as a potential export and manufacturing base serving the EU and a logistics gateway connecting the European Union with Central Asia and other markets. Her longer-term vision includes rebuilding Ukraine as an aviation hub, developing regional connections, and restoring capacity.

Connectivity as a growing part of the country’s proposition

Moldova’s EU integration and Ukraine’s reconstruction could fundamentally alter the logistics relevance of this part of Europe. The country is improving its connections westward into the EU, while Ukraine is looking for resilient connections outward. Moldova sits between those two developments.
The fact that Moldova Business Week created a Logistics Forum for the first time makes sense in this context. Connectivity is increasingly part of the country’s proposition.
This first edition was held in Romanian, with simultaneous translation into English. The forum drew a full room, with strong participation from both Moldova and Romania, further highlighting Romania’s role as Moldova’s closest EU partner and a key link in the country’s growing integration with the European market. The opportunity is substantial, but whether the Mona Lisa’s smile proves genuinely warm will depend partly on whether Moldova and Europe can prevent the regulatory mille-feuille from becoming too heavy.
